Doctors versus CNS: the threat of convention revision and the future of Luxembourg medicine

In the run-up to the General Assembly on 8 October 2025, the Association of Medical and Dental Doctors (AMMD) has brought up for discussion the possible breakdown of the convention with the National Health Insurance Fund (CNS). This document, signed only at the end of 2024, was the result of long negotiations, but now doctors are once again questioning it.

The Ministry of Health and Social Protection reminds: even in case of cancellation, all provisions will remain in force for another 12 months. This "buffer" should allow the parties to renegotiate without prejudice to patients. In the meantime, the ministry emphasises that over the last two years it has been working with AMMD on a profound reform of the healthcare system, and the results of these analyses are ready to be translated into concrete actions.

Planned measures include the creation of additional outpatient centres outside hospital sites, the launch of a national digital health platform within the European Data Space, a legal framework for associations of private practitioners in the form of "sociétés d'exercice libéral", and a revision of the Hospital Act. The latter should define what services can be provided outside hospitals and increase access to primary care through more flexible working hours.

The social partners represented on the CNS board play a key role in the negotiations: it is they who, together with the ministry and AMMD, will be looking for ways to balance the financing of health care in the context of the economic slowdown and declining revenues from social contributions. The next quadripartite meeting promises to be a decisive one, where the parties will have to discuss concrete ways to stabilise the CNS budget.

Health Minister Martine Deprez emphasised: "It is our duty to work together to build a system that puts the patient and their needs at the centre, not the other way around." This call for solidarity is a reminder that the future of Luxembourg medicine depends on the ability of its key players to agree at a difficult moment.
