The issue of affordable housing in Luxembourg is resonating

Against the backdrop of rising housing prices in Luxembourg, the government has introduced a new instrument, the so-called "reserve fund housing". This initiative, enshrined in a law adopted on 7 August 2023, aims to improve housing affordability for citizens. However, at the time of the response to the parliamentary enquiry announced on 17 January 2025, no projects under this programme had been implemented.

The Minister of Housing and Spatial Planning, Claude Meisch, and the Minister of the Interior, Léon Gloden, reported that the lack of projects also hinders the creation of statistics on the distribution of such properties. Importantly, data on the fate of people forced to leave housing is not collected at the ministerial level, which can complicate the planning and monitoring of social policy in this area.

Under the 2006 legislation, each commune is obliged to promote housing for its residents to the maximum extent possible. However, the effective implementation of these measures requires coordinated efforts between the government and local authorities. The 2023 law is seen as a major step in combating the housing crisis, but its actual implementation remains a matter for the future.
