Luxembourg on the road to poverty reduction: new budget and action plan

The Minister of Family, Solidarity and Integration, Max Hahn, has confirmed that Luxembourg is increasing its efforts to combat poverty and social exclusion. In response to a parliamentary enquiry from MPs, the ministry detailed current and planned measures.
Today, the main local support is provided by 30 social offices across the country, which help citizens access social services, provide counselling and material assistance. At the beginning of 2023, the number of staff in these offices was increased by 50 per cent, which significantly strengthened their capacity.
In addition, further expansion of social housing project teams is envisaged in 2025. In parallel, the Ministry continues to fund emergency night shelters, temporary accommodation structures and affordable food programmes for low-income citizens. Support also includes debt prevention services and digital skills training.
A budget of €76.97 million has been allocated for this purpose in 2025, an increase of 16.25 per cent over the previous year. This increase reflects the Government's commitment to sustainable poverty reduction.
At the strategic level, the Ministry is currently working on a national plan for the prevention and fight against poverty, which will cover all aspects of the problem. A broad consultation involving all relevant organisations and civil society is planned for mid-2025.
Luxembourg relies not only on the expansion of existing initiatives, but also on the development of new approaches to ensure real social inclusion and help for those in difficult situations.
