Luxembourg's new laws in 2025: what will change for citizens

From 2025, important legislative changes affecting social protection, education, taxes and infrastructure will come into force in Luxembourg. Here are the main innovations.

Increase in pensions and benefits

From 1 January 2025, pensions will increase by 1.6%, due to the adjustment of payments to the growth of average wages.

Measures against energy poverty

  • The energy premium will be tripled for low-income households. An additional benefit level for households with incomes above the minimum threshold has been introduced.
  • Increase in social benefits: benefits for the poor and social benefits for people with disabilities will increase by 10 per cent.

Education and children

In kindergartens from 1 January, the use of screens is completely banned. In primary schools from April 2025, mobile devices are banned, with the exception of educational tablets. In secondary schools from June 2025, strict distance rules are set between pupils and gadgets.

Taxes and revenues

The adaptation of the tax scale will benefit all categories of taxpayers, especially low-income families. Single parents with an income of up to €52,400 per year will be exempted. The minimum wage for unskilled workers will become completely tax-free.

Inclusion

From June 2025, the law on mandatory accessibility of products and services for people with disabilities comes into force. ATMs, online banking and online shops must comply with the new standards.

Business support

Businesses investing in digital transformation and environmental sustainability will be able to benefit from tax incentives. Applications will be accepted via the MyGuichet platform from 1 January 2025.
