The state cannot limit the speed limit on the N5 motorway

Although the N5 is a public road, the initiative to introduce speed reduction measures (e.g. installation of speed bumps or narrowing of the carriageway) lies with the local authorities. It is the municipal administrations that have the right to make a formal application (Permission de voirie) for such changes.
Updated Ministerial Directives on "traffic calming" were published in August 2023 - detailing possible technical measures and their approval procedures.
As part of the regional study, discussions have already taken place between the Ministry and the commune of Pétange regarding potential calming measures on the Route de Longwy and Route de Luxembourg.
Over a nine-year period, 163 personal injury accidents were recorded on the Pétange section of the road, including:
- 3 pedestrian fatalities
- 1 fatal accident between vehicles
- 21 serious road accidents
- 108 road traffic accidents with minor injuries
Accidents without casualties are not included in the statistics, as the police do not always make an official report in such cases.
The issue of the compliance of the pedestrian crossing on Route de Longwy with traffic regulations was also discussed earlier. Although the road is a public road, the Pétange commune is responsible for the zebra crossing. All changes have to be agreed with the public authorities through the authorisation of works procedure.
