According to the official press release, Luxembourg will officially assume the chairmanship of the Committee of Ministers of the Council of Europe in Strasbourg on 13 November, succeeding Lithuania. The chairmanship of the Committee of Ministers is transferred between Council member states every six months in alphabetical order. The transfer of powers from one state to another traditionally takes place in mid-May and November.

At the handover ceremony, Lithuanian Foreign Minister Gabrielius Landsbergis will summarise the Lithuanian Chairmanship, after which Xavier Bettel, Deputy Prime Minister and Minister for Foreign Affairs of Luxembourg, will take over. Xavier Bettel, in turn, will present Luxembourg's priorities for the next six months, outlining the key areas of the country's work in this post.

The country will determine the Council's priorities from 13 November 2024 to 14 May 2025. Patrick Endelberg, Luxembourg's Permanent Representative to the Council of Europe, will act as second delegate alongside Xavier Bettel.

In honour of the Grand Duchy's assumption of the Presidency, the Luxembourg flag will be raised in the centre of Strasbourg at Place Broglie. At 15:00, there will also be a ceremonial launch of the tram in Luxembourg's national colours at the "Droits de l'Homme" station.
