Luxembourg has been an active participant in the Global Partnership for Education (GPE) since 2006, having since then allocated USD 11.5 million to support global education programmes. In 2021, Luxembourg signed its first multilateral agreement with the GPE, which allocates €2.5 million for the fourth replenishment phase of the GPE fund. These funds are distributed at €500,000 each year over the period 2021-2025.

Education is a top priority in Luxembourg's international cooperation strategy to improve access to basic social services in developing countries. On average, 9 per cent of total state aid for development (APD) between 2021 and 2023 went to support education initiatives.

In addition, education plays an important role in improving the socio-economic integration of women and youth, emphasising Luxembourg's inclusive approach to international development.

Supporting the Global Partnership for Education helps developing countries improve access to education and the quality of learning, especially in vulnerable communities. This is in line with the UN Sustainable Development Goals (SDG 4) - ensuring inclusive and quality education for all.
