On 20 December 2024, Luxembourg signed a new agreement with the World Health Organization (WHO) to support the implementation of the WHO's 14th general programme of work for the period 2025-2028. This programme, adopted in May 2024, consists of six key strategic directions aimed at strengthening global health.
Luxembourg provides significant financial assistance to WHO. The new strategic partnership agreement provides for the allocation of 46.5 million euros under the International Cooperation and Development Programme. These funds will be used for humanitarian initiatives and health promotion in developing countries.
In addition, the Luxembourg Ministry of Health signed a separate agreement for €1 million spread over four years, supplementing the mandatory annual contributions to the WHO budget.
As noted by the Minister for Development and Humanitarian Aid, Xavier Bettel, this agreement reflects Luxembourg's long-term commitment to supporting global health and humanitarian aid. Support for WHO remains a key element of the country's foreign policy strategy to improve access to health services and strengthen the sustainability of global health systems.
