Fireworks are regulated by Ordinances 1789 and 1790, as well as articles 29, 58 and 67 of the amended Municipal Act of 13 December 1988. This means that municipal authorities can impose restrictions on the use of pyrotechnics if necessary to ensure public safety and order.
Luxembourg Interior Minister Léon Gloden said that the government has no plans to change the current legislation. Currently, fireworks are banned in most communes and are only allowed in exceptional cases and under certain conditions.
Some municipalities have started to introduce alternative solutions: instead of traditional fireworks, they offer light shows ("Light shows") and light installations ("Light painting") for festive events.
According to Home Office data, police responded to calls related to fireworks on New Year's Eve 37 times in the last 5 years (2020-2025). In addition, the emergency services (CGDIS) recorded 437 ambulance calls on New Year's Eve (from 19:00 on 31 December to 07:00 on 1 January) in the last 5 years. Of these, only 2 cases were directly related to fireworks. There were a total of 14 fires caused by fireworks in five years.
The minister also noted that the state does not keep statistics on missing pets that may have suffered due to noise from fireworks. Moreover, no state aid is envisaged for those who suffered damage caused by pyrotechnics.
