OGBL and LIST have signed a new collective agreement

On 11 July 2025, the management of the Luxembourg Institute of Science and Technology (LIST) and the trade union OGBL concluded a new collective labour agreement (ACT) covering more than 750 employees, effective from 1 January 2025 for a period of three years.
The main breakthrough was a complete overhaul of the salary increase system. Under the new mechanism, annual increases will be more tangible than before, and bonuses for outstanding performance will no longer be one-off payments but integrated into base salary. This means that outstanding employees will be able to count on a permanent income increase that is indexed and sustainable.
A transitional regime is envisaged for 2025, guaranteeing a minimum increase to all employees who have not reached their career ceiling. Bonuses during this period will be calculated according to the old rules.
Other significant improvements include:
- Increase in the nominal value of food vouchers from €10.40 to €12;
- Introduction of blood donation leave - 4 hours per year with the possibility of splitting;
- From now on, additional paid age-related leave is accrued from the year of reaching the age of 55;
- Senior managers are included in the ACT with the exception of the salary grid and flexible schedule clauses;
- The rules for setting goals and evaluating performance have been clarified;
- Increased opportunities for recognising professional experience (VAE) as part of support for learning staff;
- Gift certificates for 15 years of service were recorded;
- From 1 August 2025, the system of time off for overtime will become flexible.
Special attention is given to the psychological climate and digital challenges. ACT now contains articles:
- on the prevention of psychosocial risks: an annual eNPS (Employee Net Promoter Score) survey will be conducted to assess employee satisfaction and engagement;
- on Artificial Intelligence - the staff delegation will be involved in the process of introducing AI into HR practices;
- on enhancing staff awareness and the delegation's participation in management decisions.
The text has also been legally revised to comply with the new laws. Previously signed supplementary agreements are now merged into a single version.
