The number of workers covered by applications for short-time working has risen in Luxembourg

At its meeting on 27 October 2026, the Economic Situation Committee (Comité de conjoncture), chaired by Lex Delles, Minister for the Economy, Small and Medium-sized Enterprises, Energy and Tourism, and Marc Spautz, Minister for Labour, issued a favourable opinion on 48 out of 52 preliminary applications from companies for partial unemployment (chômage partiel) for November 2026.
Claims for November cover 1,990 full-time equivalent workers — compared with 1,457 the previous month. The Committee emphasises that these figures are indicative; they reflect the projected number of workers affected and therefore do not serve as a specific indicator of the state of the economy.
Of the 48 approved applications, 27 relate to fluctuations in market conditions, 8 are of a structural nature and relate to the employment retention scheme, 7 relate to force majeure — insufficient water levels in the Rhine and other waterways — whilst 6 are justified on the grounds of economic dependence.
The final decision on whether to grant support for short-time working is taken not by the Comité de conjoncture, but by the Government Council.
