Luxembourg is preparing to implement a new European strategy for nature restoration

Luxembourg is faced with the need to develop a National Nature Recovery Plan (NRP) under the new EU regulation. The Minister for Ecology, Climate and Biodiversity, Serge Wilmes, detailed the steps and key players in this process.

The Nature Recovery Plan will be the central tool for implementing EU Regulation 2024/1991. Key milestones:

September 2026

A preliminary version of the NRP will be submitted to the European Commission (EC), which will provide feedback within six months.

First quarter of 2026

Public consultations to give citizens an opportunity to have their say on the project.

First half of 2027

The final version of the plan will be approved by the Luxembourg government.

September 2027

Official publication of the plan.

The key players in the plan preparation phase will be:

  • State agencies: Nature and Forest Administration, Water Resources and Ecology Administration.
  • Ministries: Special attention is paid to co-operation with the Ministry of Agriculture.
  • Public and scientific organisations: NGOs, biological stations, research, transport and economic sectors.
  • Citizens: Their input will be gathered through a public discussion in 2026.

Thus, the establishment of the NRP will be a multi-level process involving the public sector, the public and experts from various fields.

Although the EU regulation is directly applicable, Luxembourg plans to amend its legal framework. Draft Law No. 8449, presented in autumn 2024, provides for simplified procedures to speed up the implementation of projects for the restoration of natural areas. This will allow for the faster restoration of ecosystems and habitats in "green areas".

The process of nature restoration in Luxembourg, although driven by an EU requirement, will be an important step for the future of the country's biodiversity. The plans focus not only on compliance with regulations, but also on community involvement, which will increase public support for these environmental initiatives.
