Luxembourg launches a new era of transport planning

On 26 June 2025, the Luxembourg Chamber of Deputies approved a law creating a legal framework for the processing of personal data as part of the work of the Digital Mobility Observatory. This institution will be the central tool for collecting and analysing data for transport planning.

According to Transport Minister Yuriko Backes, the observatory will allow the transport system to adapt to the "ever-changing needs of people and businesses". This data will form the basis for the National Mobility Plan 2040.

The Observatory collects information on transport user behaviour and infrastructure performance. This is necessary to build sustainable transport policies based on objective data rather than assumptions.

The law strictly limits the use of personal data. Only information that is explicitly stated in the law and solely for the purposes set out in the EU Data Protection Regulation (GDPR) will be processed. All personal data must be deleted a maximum of two years after receipt.

Data may be collected through surveys (e.g. Luxmobil), digital services or information from mobile phone operators. In each case, anonymised information is used and user consent is required.
