Luxembourg is reforming its security system
Luxembourg's Minister of Public Service, Serge Wilmes, has announced the entry into force of an important change from 1 January 2025: the National Security Service in the Public Service (SNSFP) has been incorporated into the Inspectorate of Labour and Mines (ITM). This decision was the result of joint work with the Ministry of Labour and other agencies as part of the "Simplification of Administrative Procedures in Construction" programme.
The reform aims to eliminate years of problems caused by different safety standards for public and private buildings. Previously, different regulations made construction more complicated and increased costs. Now the ITM director has been authorised to set uniform safety and hygiene standards, subject to minimum safety levels.
The Minister stressed that during 2025, the effectiveness of the new procedures will be analysed in order to identify the strengths and weaknesses of the reform. Special attention will be paid to preventive measures to reduce the risk of violations.
SNSFP integration is occurring as part of the budget bill, which also sparked interest from lawmakers who asked questions about procedures related to harassment prevention. Wilmes noted that these questions have been answered in previous clarifications on Bill 7183.
Thus, the new ITM structure is designed to make administrative processes more transparent and efficient, reducing bureaucratic barriers for construction and repair projects.
