The state and nine communes create a new transport alliance

On 10 November 2025, Luxembourg signed an important agreement with the nine communes of the southern canton of Esch-sur-Alzette, laying the foundations for a long-term reform of public transport. The agreement on the financing and operation of TICE transport services defines a strategy until 2036, in which the existing inter-communal syndicate will be transformed into a mixed syndicate with equal participation of the state and the communes by 2027.

The project involves the communes of Dudelange, Differdange, Pétange, Esch-sur-Alzette, Käerjeng, Kayl, Rumelange, Schifflange and Sanem. They are all part of one of the most densely populated and industrialised regions in the country.

According to the signed convention, the financing will be secured until 2036, with the possibility of extension. The state will invest more than 700 million euros in the project, while the nine municipalities will invest up to 150 million euros. These funds will be used to maintain and develop the bus network in the region, modernise rolling stock, digitalise services and increase the frequency of routes.

The Council of Government has already approved the first phase of the legislative procedure, the draft law on the financing of bus services in nine communes. The second phase (creation of a new organisational structure) is under preparation.

The transformation into a mixed syndicate is a key step. It implies equal representation of the state and the communes in the governing bodies and aims at a coordinated transport policy in the south of the country. This format will make it possible to coordinate routes more efficiently, provide intermodal connections and take into account the needs of a region that is already facing transport and environmental challenges.
