The retail outlet in Echternach has been green-lighted

Echternach Municipal Council has taken the first practical step towards establishing a specialist retail outlet in the town centre, focusing on sports and leisure goods. On Monday, the first seven lease agreements were approved by a majority vote; the council plans to use these premises to attract well-known brands.

According to the approved plan, the project will be implemented in two phases. Until June 2027, the city will pay property owners a reduced rent, using the space for temporary pop-up shops. After this date, full market rates will come into effect; by the time these are introduced, the municipality expects to have attracted permanent operators from the outlet sector.

The terms of the agreements vary depending on the location and size of the premises. For example, for a 250 m² space on Place du Marché, the city will pay €3,000 per month in the first phase and €5,000 in the second. Meanwhile, a 100 m² property on Rue de la Gare will be provided to the city free of charge during the initial period, after which the rent will rise to €2,150.

Despite the optimism of the coalition comprising the DP and the LSAP, the proposal has drawn sharp criticism from the Greens (déi gréng). MP Christophe Origer pointed out the lack of safeguards in the contracts: if, by the summer of 2027, brands show no interest in subletting, the municipality will be forced to pay the full cost of the vacant premises out of taxpayers’ money.

Carole Hartmann, Mayor of Echternach, acknowledged the financial risks but emphasised that this was a deliberate political decision aimed at revitalising the town centre. She also refuted claims that the pop-up shop format would no longer be possible after June 2027 — according to her, the city will retain flexibility in managing the spaces if the outlet strategy requires more time.
