In Luxembourg, 46 people are being assisted through the Housing First programme

The Housing First programme in Luxembourg aims to help homeless people through the provision of stable housing and social support. In contrast to traditional approaches that require social problems to be resolved before housing can be provided, Housing First provides housing immediately, which helps to stabilise people's lives and accelerate their social integration.
The programme currently covers 46 people, of whom 33 live in Luxembourg, 8 in Esch-sur-Alzette and the remainder are spread across the country's various cantons. In 2024, 62 people were assisted under the programme. This emphasises the flexibility of Housing First, which takes into account the individual needs of participants.
The Luxembourg government is actively developing initiatives to combat homelessness by expanding affordable housing and creating new shelter spaces. In December 2023, a mobile night shelter was opened in Luxembourg, and in March 2024, a shelter for elderly people in difficult situations started operating in Bärburg. New sites are expected to open in Esch-sur-Alzette and Petange, as well as the creation of individual flats within the Portes de France project in Belval.
The Ministry of Family and Solidarity is working with municipalities and private landlords to increase the number of places in the programme. Special attention is paid to supporting vulnerable groups, including the elderly and those in need of intensive social support.
