Luxembourg breaks record for domestic violence in 2023

Ministers Yuriko Backes, Elisabeth Margue and Léon Gloden presented statistics on domestic violence cases in Luxembourg for 2023. According to official figures, the number of police interventions reached 1,057, the highest number in the last decade.
Comparing data from recent years, we can see a steady increase in the number of domestic violence cases. In 2014, the police intervened 876 times, whereas in 2023, they have already intervened 1,057 times. However, the number of evictions of aggressors from families has remained stable: 246 cases in 2023 versus 265 in 2019.
The government notes that 90 per cent of rapists are male and 75 per cent of cases occur within romantic relationships - in both heterosexual and same-sex couples. Nevertheless, the number of evictions in same-sex unions remains extremely low, with no cases recorded for 2023.
Luxembourg has a multilevel support system for victims of domestic violence. The organisations Femmes en détresse, INFOMANN and RIICHT ERAUS (Red Cross) provide counselling, shelters and legal protection. In addition, specialised services such as PSYea and Alternatives (Fondation Pro Familia) work with underage victims.
According to the latest Observatoire de l'Égalité report, 937 minors affected by domestic violence received assistance in 2023.
Combating domestic violence remains a priority for the Luxembourg government. Despite the increasing number of cases, victims can receive comprehensive support regardless of gender, gender identity or sexual orientation. The authorities continue to develop a system of assistance and toughen measures against aggressors in order to minimise the level of violence in society.
