Luxembourg's hospital sector has agreed on the first steps of a new contract

Staff in Luxembourg's FHL hospitals can look forward to real improvements in working conditions: on 10 July, representatives of the FHL, as well as the OGBL and LCGB unions, signed an interim agreement on a collective agreement covering the period from 1 January to 31 December 2025. Although not yet final, the document already contains significant financial and organisational concessions, reflecting the parties' shared desire for constructive social dialogue.
The agreement provides for lump-sum bonuses:
- 1.38% of 2023 income,
- 2.37% of income for 2024 - both with retroactive accrual and interest for delay.
In addition, from 1 January 2025, a linear increase of 1.5% in the base rate of pay will take effect for the same terms and conditions, and medical physics experts will start receiving a supplement of 30 points monthly.
Among the intangible improvements:
- The employer must publish the shift plan 20 calendar days before the start of the period.
- A definition of occasional remote work has been introduced - up to 20% of working time can be worked from home.
- A commitment to discuss the possibility of medical and paramedical consultations during working hours is recorded.
- Rights of staff in disciplinary procedures clarified, including the participation of staff representatives.
All three parties - FHL, OGBL and LCGB - have stated their intention to finalise a full, ambitious and realistic collective agreement that can reflect today's healthcare challenges and provide a sustainable environment for those who work on behalf of patients every day.
