The future of labour in the digital age: Luxembourg at EU ministerial meeting

On 14 April 2025, an informal meeting of EU labour and social policy ministers took place in Warsaw under the Polish Presidency, where the issues of digitalisation, equality and social inclusion were addressed. Luxembourg's Labour Minister Georges Mischo also participated in the event, stressing the need for a balanced approach to innovation and the protection of workers' rights.
The meeting focused on the impact of algorithms, artificial intelligence and automation on the labour market, as well as the need to adapt legislation to these changes. According to the Minister, successful digital transformation is impossible without an active dialogue with social partners and a sustainable legal framework. In this context, he referred to key European regulations:
- directive on the right of workers to information and consultation;
- occupational health and safety directive;
- Artificial Intelligence Regulation (AI Act);
- and the General Data Protection Regulation (GDPR).
All of these documents, he believes, provide the foundation for transparency, employer accountability and a stronger role for workers.
In addition to digital challenges, strategies for social inclusion were discussed, especially for migrants, the long-term unemployed and people at risk of social exclusion. Key topics included vocational re-qualification programmes, sharing of best practices and employment support for vulnerable groups.
Special attention was paid to equality and work-life balance. Ministers exchanged experiences on the development of flexible forms of employment, child and elderly care infrastructure and policies to support people with caring responsibilities.
All these areas emphasise the wide range of challenges facing the EU in an era of digital and demographic transformation. As the influence of technology grows, it is important not only to foster innovation, but also to ensure that the labour market is fair, inclusive and sustainable.
