Digital Services Act: inter-institutional co-operation agreement signed in Luxembourg

On 11 March 2025, an important inter-institutional cooperation agreement was signed in Luxembourg between the Competition Authority and seven national entities aimed at the effective implementation of the Digital Services Act (DSA) regulation, the European law on digital services.
The signatures were made in the presence of Martine Hansen, Minister of Consumer Protection, and Léon Gloden, Minister of the Interior. The agreement is the result of a series of workshops held throughout 2024.
The DSA requires the co-operation of a multitude of relevant agencies. The agreement lays down rules for coordination and mutual assistance between different structures, from data protection to audiovisual content monitoring.
Key parties to the agreement:
- ALIA - Independent audiovisual controller
- CNPD - National Commission for Data Protection
- DPC - Directorate of Consumer Protection
- HCPN - High Commissioner for National Defence
- ILNAS - Institute for Normalisation, Accreditation and Quality Assurance
- Ministry of the Interior
- Luxembourg Police (Police grand-ducale)
Areas of responsibility include combating illegal content, protecting users, controlling digital goods and protecting personal data. The signing of the agreement makes possible a more harmonised application of the DSA, minimising duplication and bureaucracy.
Pierre Barthelmé, Chairman of the Competition Authority, emphasised the importance of a unified approach: in the era of digital platforms, coordination between public authorities is not only a matter of efficiency, but also of user trust.
The agreement forms a solid institutional foundation for the regulation of the digital space, where each entity will operate in its own sphere, but in a unified legal rhythm.
