Luxembourg among the leaders of digital public administration in Europe

Luxembourg has strengthened its position in digital transformation by ranking second in the eGovernment Benchmark 2025, a key EU ranking that measures the maturity of eGovernment services. This result was published alongside the European Commission's Digital Decade Country Report 2025.

Luxembourg's overall score was 89.4%, significantly higher than the EU average (74.5%). The country received particularly high scores for the availability of online services for businesses (100%) and citizens (97%).

The evaluation is structured along three main lines:

Availability of digital services

Luxembourg received 96 out of a possible 100 points, ranking second among EU countries. All public services are online for companies and almost entirely online for citizens. The country also achieved 100% compatibility of these services with mobile devices, improving the score compared to 2024 (96.7%).

Interoperability and digital trust

In this category, which covers digital identity, transparency of personal data processing and the degree of digitalisation of services, Luxembourg received 81 points and ranked sixth.

Simplicity and transparency of interaction

Here the country ranked first in the EU with an impressive score of 93 points. This refers to the availability of feedback mechanisms, online support, clear information about the policies of public authorities, technical accessibility and inclusiveness of services.

Some parameters allow us to trace a clear increase compared to 2024:

  • The availability of online services increased from 95.5% to 97.5%.
  • Adaptability of services for mobile devices reached 100% (growth from 87.5% to 95.8%).
  • Transparency of service delivery increased from 72.3% to 80.8%.

The portals Guichet.lu and MyGuichet.lu, developed by the Centre for State Information Technology (CTIE), continue to play a central role in the digitalisation of the public sector. They are the main entry point for most administrative procedures and a key element of Luxembourg's digital identity.

This year, the evaluation criteria have been partially updated, making direct comparison with the results of previous years somewhat difficult. Nevertheless, the improvement in positions indicates that the government continues to actively invest in digital infrastructure, making it more intuitive, accessible and reliable for both citizens and businesses.
