According to Transparency International's Corruption Perceptions Index (CPI), Luxembourg moved up three positions over the year to 5th place with a score of 81 out of 100.
Luxembourg was ranked 8th in 2024, but its stable institutional environment, business transparency and effective public administration have put it in the top 5 most honest countries in the world.
Denmark (90 points) remains the CPI leader, topping the ranking for the seventh consecutive year. It is followed by Finland (88 points), Singapore (84) and New Zealand (83).
Luxembourg shares 5th place with Norway and Switzerland (81 points each). Sweden (80), the Netherlands (78) and Australia (77) are also in the top 10.
Among Luxembourg's neighbours, Germany ranks 15th (75 points), Belgium 22nd (69 points) and France 25th (67 points).
Somalia and South Sudan remain at the bottom of the ranking, showing the highest levels of corruption in the world.
Transparency International this year places a special emphasis on the link between corruption and climate policy. The organisation stresses that corruption hinders the effective fight against climate change by reducing the transparency of funding for environmental initiatives and facilitating the illegal exploitation of natural resources.
Luxembourg's rise in the index confirms its reputation as a financially and politically stable state with a high level of confidence in institutions. It also strengthens its attractiveness to international investors and reinforces the country's role as one of Europe's leading financial centres.
