Luxembourg continues its drive to modernise the energy system, focusing on the integration of smart devices such as wallboxes (wall chargers for electric vehicles), heat pumps and batteries. The new rules aim to improve energy efficiency, minimise the load on the grid and give users more autonomy.

All devices above 7 kW at 400 V must be equipped with a relay for emergency disconnection or power adjustment at the request of the network operator. However, such measures are only used in extreme cases and with the convenience of the consumers in mind. For example, heat pumps are exempted from such requirements to avoid inconvenience to private households. In practice, this function has not been used outside of testing.

Electric vehicle owners can adjust charging time and power through the vehicle software or compatible wallboxes. Devices without software will require manual adjustment, which sometimes involves the intervention of an electrician. From 2025, the Klima-Agence platform will provide detailed information on the characteristics of different wallboxes models, helping users to choose the right device.

To access real-time consumption data, users can use Smarty+ type devices, but will need a special decryption code from the network operator. Encrypting the data ensures that it is protected, especially in multi-family buildings where shared connections are possible.

Current regulations promote active participation of households in the transition to renewable energy. The state supports the introduction of home energy management systems (HEMS) and counsels citizens on sustainable consumption.
