Media reform in Luxembourg: what to expect from new projects

Since May 2024, the Luxembourg Ministry of Media, Connectivity and Digital Policy, together with the University of Luxembourg, organised a series of five conferences on the reform of the law on electronic media. These events provided a platform to discuss the challenges facing modern media and to find solutions to create a safe and democratic digital space.

Minister Elisabeth Marg emphasised that the new legal framework must be technology-neutral and protect fundamental rights: "The principles of human dignity, freedom of expression, transparency and the protection of consumers and children must be respected regardless of how content is distributed."

Each of the five meetings focused on a different aspect of the reform:

  • Context and Media Challenges: the first conference outlined the complex media landscape of Luxembourg and the EU.
  • Regulation of online content: discussing the role of influencers and the need for clear rules.
  • Artificial Intelligence: the impact of AI on journalism, from content creation to distribution and moderation.
  • Hatespeech: difficulties in identifying and regulating online discourse.
  • Disinformation: its threat to democracy and possible countermeasures.

These discussions helped to form the basis for the creation of a modern law that takes into account European and global standards. The reform work will be finalised in 2025.

Luxembourg is making steady steps towards becoming a leader in media regulation, balancing freedom of expression with the necessary protection of citizens in the digital age.
