Penalties for ignoring Statec surveys have not been enforced for more than 10 years

Minister of Economy, SMEs, Energy and Tourism Lex Delles (Lex Delles) responded to a parliamentary enquiry by MP Marc Goergen (Marc Goergen) regarding the mandatory participation of citizens in STATEC surveys. He noted that the law does require Luxembourg residents to fill out questionnaires from the national statistics institute, but in fact sanctions for refusal have not been applied for more than a decade.

STATEC uses various ways to motivate citizens to participate in the surveys, explaining their importance for generating accurate and representative statistics of the country. Information about the significance of the questionnaires is disseminated through social media, and STATEC staff further explain the details to those who ask questions.

Since 2011, no Luxembourg resident has been fined for refusing to participate in surveys. The Minister confirmed that the government has no plans to change the legislation in this matter, leaving the system of voluntary compliance with the rule.

Thus, participation in STATEC surveys remains formally compulsory, but with no real penalty for refusal. The authorities rely on information campaigns rather than administrative measures to ensure a high response rate.
