Internet quality has improved in Luxembourg

The Institute for Communications Regulation (ILR) has presented its 9th annual report on access to the open internet in Luxembourg for the period from 1 May 2024 to 30 April 2025. The document captures trends, an assessment of the internet environment, and also includes data on the use of the network quality check platform - checkmynet.lu.

Users have taken more than 500,000 measurements since the service launched in 2018. Over the past year, ILR has recorded a 17% increase in average internet speeds for both downloading and sending data - on both mobile and fixed networks. This is the result of consistent investment by operators to expand infrastructure and meet the demand for faster speeds.

Despite the absence of serious violations during the reporting period, ILR continues to monitor the work of ISPs, checking the compliance of contractual documentation with the European Open Internet regulations in force since 2016.

The Open Internet principle means that ISPs should not restrict access to specific services or downgrade speeds in a prioritised way. ILR claims that for 9 years, compliance with these principles in Luxembourg has been ensured without compromising innovation.
