Luxembourg plans to incentivise rainwater harvesting
Luxembourg's Minister for Environment, Climate and Biodiversity, Serge Wilmes, has responded to a parliamentary request for measures to intensify rainwater harvesting. This environmentally significant issue affects both private homes and the agricultural sector.
According to the current Grand Ducal Regulation of 14 May 2003, households can receive a subsidy of up to €1,000 for the installation of a rainwater harvesting system. However, demand for this programme remains low, with around 60 applications per year. In order to increase the attractiveness of the initiative, a revision of the subsidy conditions is planned. This change will take into account modern standards for the design and construction of such systems and will contribute to a more rational use of drinking water, of which 60 per cent is consumed by households.
For agriculture, horticulture and winemaking, rainwater harvesting faces different challenges. The space requirements for water harvesting are much larger than for private individuals, and water quality and storage conditions must be taken into account. In co-operation with the Ministry of Agriculture, Food and Wine, measures are being discussed to increase support for farmers, including the introduction of technologies to reduce water consumption.
Before amending the regulations, the ministry will consult with other agencies to coordinate efforts. These measures are aimed at promoting the rational use of resources and integrating environmental practices into various sectors of the economy.
