The Minister for Media and Digital Communications, Elisabeth Margue, and the Minister for the Economy, SMEs, Energy and Tourism have responded to parliamentary enquiry No 1899 by MP Sven Clement on the process of switching off 3G and 2G networks in Luxembourg.

Across Europe, legacy mobile technologies are being phased out to free up frequencies for more powerful and modern 4G and 5G networks. In some countries, even 2G networks have already been switched off. In Luxembourg, the process is being phased out gradually, leaving plenty of time for users to switch to new technologies.

Operator POST completed its 3G network shutdown back in October 2022, but will retain 2G connectivity until at least the end of 2027. Proximus ceased 3G operations in January 2024 and has not yet set a date for 2G switch-off, although the network is expected to last until at least 2030. Orange began phasing out 3G in 2024 and will fully complete the shutdown by the end of 2025. The operator's 2G network will remain in operation until 2030.

Although most modern phones support 4G and 5G networks, there are still a large number of devices that operate exclusively on 2G and 3G. These include legacy mobile phones, especially push-button models, lift alarm systems, medical panic buttons, smart meters and security systems.

Operators are running information campaigns warning users to check whether their device supports 4G. Some SIM cards, especially eSIMs, are already adapted to the new standards, and not everyone will need to replace their equipment.

In the next two years, users should pay attention to the compatibility of their devices with the new communication standards. The complete switch-off of 2G is not expected until 2030, but the phase-out of 3G is already underway. If your phone or security system is still running over 2G/3G, it may be time to think about upgrading.
