Charging stations in apartment blocks: how Luxembourg plans to simplify the process

Luxembourg's Ministers of Housing and Economy responded to questions about the legal regulation of the installation of charging stations for electric vehicles in apartment blocks. This issue has become an important part of the country's energy policy to promote electric mobilisation.
Installing a charging station in apartment buildings requires the consent of a majority of residents, according to the Condominium Act of 1975, updated in 2022. The law provides:
- Decision by majority vote at the owners' meeting to install shared infrastructures, including charging stations.
- The possibility for an individual owner to take legal action if his initiative is blocked by the unreasonable refusal of the other tenants.
In addition, pre-cabling for charging stations is mandatory for new residential buildings from June 2021, as well as the installation of a smart charging management system for apartment blocks.
Key support for the installation of charging stations is provided by Klima-Agence. This organisation:
- Provides advice to owners, management companies and professionals.
- Develops practical guides and tools, including an updated charging system comparator, which is planned for launch in January 2025.
The government is looking at ways to simplify the legislative process:
- There are plans to restart a working group on apartment blocks involving management companies and government organisations.
- Possible changes to the voting rules to simplify decision-making related to energy transformation.
In the coming years, legislative initiatives will aim to remove barriers to the installation of charging stations and support the transition to sustainable energy. This reflects Luxembourg's commitment to integrating modern technologies into the residential sector.
