I agree that, in order for Schengen to work, we need to be in a position to better regulate and control access to the Schengen Area. However, for me, that does not and can in no way imply that we Europeans do not have a legal obligation and a moral duty to offer those who seek international protection a realistic possibility to do so, and to grant international protection to those who qualify for it.

Achievements

During his tenure, Xavier Bettel's leadership was marked by a series of notable achievements and groundbreaking reforms that left a profound impact on Luxembourg.

Marriage and Adoption Equality

On June 18, 2014, Xavier Bettel's government achieved a significant milestone when the Chamber of Deputies passed a historic bill with 56 votes in favor and only 4 against. This legislation granted the right to marriage and adoption for same-sex couples, making Luxembourg the eleventh European Union country to recognize marriage equality officially. This progressive move marked a pivotal moment for LGBTQ+ rights in Luxembourg and the broader European context.

Abortion Laws Reform

In December 2014, Bettel's government enacted another sweeping societal reform by revising the country's abortion laws. This reform eliminated the requirement of proving "distress" to justify seeking an abortion, along with one of the previously required mandatory medical consultations. Such change represented a significant step towards women's reproductive rights and access to healthcare services.

Church and State Separation

Xavier Bettel's administration took a historic step in furthering the separation of church and state on January 20, 2015. An agreement was reached with religious representatives to gradually reduce subsidies to religious institutions over twenty years. This pact also marked the end of state remuneration for clergy members and eliminated the obligation for public and ecclesiastical authorities to engage in such agreements. The decision was accompanied by the cessation of state salaries for religious ministers, underscoring the principles of religious neutrality and impartiality within public institutions.

Digitalization

In 2015, Luxembourg unveiled its ambitious Digital Lëtzebuerg strategy, signaling a commitment to digital transformation. Under Xavier Bettel's leadership, significant progress was made in fostering digital ecosystems focused on emerging technologies like blockchain, artificial intelligence, and smart governance. What began as an "initiative" evolved into a full-fledged "movement," bringing together various stakeholders driving digitalization in Luxembourg. This strategic approach not only promoted technological innovation but also positioned Luxembourg as a leading digital hub.

Free Public Transport

A landmark achievement came on February 29, 2020, when Luxembourg became the first country in the world to make all of its public transport free of charge. This progressive policy aimed to reduce congestion, cut carbon emissions and improve accessibility for all residents and visitors.

Criticism of the politician

Like any prominent political figure, Xavier Bettel has not been immune to criticism during his career.

This occurred when Bettel scheduled a joint remote press conference amid hostile protests during Johnson's visit to Luxembourg. Bettel refused to move the demonstrators to a quieter location, prompting Johnson to leave the scene. Bettel then conducted the press conference solo, openly criticizing the UK's Brexit decision in front of cheering protesters.

Reportedly, 96% of his work, focusing on potential reforms to the European election voting system, was directly copied from original publications. Responding to these accusations, Bettel claimed to have written the thesis "in all conscience" but admitted that he could have handled it differently. Following the university's determination that his work indeed resembled plagiarism, Bettel voluntarily renounced his degree in early February 2022.

Xavier Bettel's response to this serious allegation drew criticism. Rather than offering a substantive reply, he compared Aubry's remarks to those of Marine Le Pen, a far-right politician. Tax Justice Lëtzebuerg, a collective advocating for tax justice, condemned this response as a "scandalous outburst" and demanded public apologies from Bettel.

Born into a family with a diverse cultural background, Xavier Bettel's father, Claude Bettel, was a wine merchant. Xavier himself proudly acknowledges his multifaceted ancestry, with an Orthodox Russian grandfather and a Polish-Jewish grandfather, while his parents adhered to the Catholic faith. His coming out was a poignant reflection of the evolving attitudes towards LGBTQ+ individuals in Luxembourg, where people increasingly embraced diversity and did not judge others based on their sexual orientation. Bettel is the first openly gay Prime Minister of Luxembourg and the third openly gay head of government worldwide.
