According to the Luxembourg Ministry of Economy and Finance, fuel sales (petrol and diesel) are expected to decline from 1.84 billion litres in 2024 to 1.72 billion litres in 2028. This decline reflects the general trend towards more environmentally friendly modes of transport.

The Luxembourg government does not directly build and operate petrol stations. Decisions on construction are taken by a private investor who is obliged to comply with all legal regulations. At sites under state concession, such as motorway petrol stations, the state influences the process through tender conditions, but is not directly involved in the operation.

The fall in fuel demand in Luxembourg emphasises the importance of adapting to environmental change and developing alternative energy sources. At the same time, the government retains its role as regulator, leaving the initiative to the private sector.
