Luxembourg's health system is recognized as quality

On 5 February 2025, the Luxembourg Ministry of Health and Social Security presented a health system overview as part of the international series Health Systems in Transition (HiT), developed in collaboration with the European Observatory on Health Systems and Policies.

This report provides a detailed analysis of the country's healthcare organisation, looks at the main reforms, financial mechanisms and human resources, and compares Luxembourg's system with other European countries.

Luxembourg offers compulsory health insurance covering a large part of the population. However, despite the high level of health care, there are barriers for vulnerable groups, in particular administrative difficulties and financial constraints.

Centralisation of infrastructure to ensure good coverage of health facilities.
Relatively high population health outcomes.
Dependence on foreign specialists - a significant proportion of health workers trained abroad, which creates risks to the sustainability of staffing.

Need to improve disease prevention - the country has underdeveloped programmes for healthy lifestyles and prevention of chronic diseases.

The merger of the Ministry of Health and the Ministry of Social Protection into a single agency, M3S, should improve the efficiency of planning and financing of the health care system. However, according to experts, despite substantial investments, further efforts are needed to:

  • Optimising budget allocation and improving cost efficiency.
  • Strengthening human resources policies with a focus on in-country training.
  • Expansion of prevention and healthy lifestyle programmes.

The Minister of Health, Martine Deprez, emphasised that this review is intended for policy makers, health professionals, students and anyone interested in the health system. It will help develop constructive dialogue and help shape the health policies of the future.
