On the lookout for health: how Luxembourg is preparing for the global risk of tuberculosis

Against the backdrop of a reduction in international funding for tuberculosis control programmes, including the suspension of USAID support, Luxembourg is stepping up domestic measures to prevent the spread of the disease. This is according to the official response of the Minister of Health and Social Protection, Martine Deprez, to a parliamentary enquiry by MP Sven Clement.

All third-country nationals applying for a residence permit or international protection are required to undergo a medical examination, including screening for tuberculosis (IGRA test). In 2023, there were 1,615 positive results indicating a latent form of infection. These patients are monitored, as the risk of progression to the active phase is estimated at 5-10% over several years, especially if immunity is weakened.

According to official data, 46 active TB cases were reported in the country in 2023, confirming a low incidence rate. Nevertheless, the Ministry of Health remains alert to the growing global risks, especially with the withdrawal of funding for TB programmes in the most vulnerable regions - Africa, South-East Asia and the Western Pacific - as warned by WHO.

At the national level, Luxembourg already has a surveillance system in place, established by the 2018 law. Doctors and laboratories are required to report TB cases within 24 hours. A public health law is also being drafted that will include an integrated approach to responding to epidemiological and biological threats. In anticipation of this law, the State Health Directorate is working on an operational contingency plan.

Regarding the possibility of Luxembourg's financial intervention to compensate for USAID losses, the Minister does not give a clear answer, focusing on domestic preparedness and prevention. However, international coordination remains the focus.
