Electronic signature with the seal of the law: Luxembourg approves digital document management

On 15 May 2025, Luxembourg's draft law No. 8089 legalising the use of electronic signatures in the administrative sphere entered into force. This is a milestone on the road to the full digitalisation of government processes: citizens, institutions and public authorities will now be able to officially certify documents online - with legal force and the highest degree of security.

The key condition is the use of a so-called qualified electronic signature. This is not just a mouse click or a PDF with a picture attached. This type of signature requires a confirmed digital identity, such as with Luxtrust products or other certified means. These requirements are in line with the European eIDAS Regulation No. 910/2014, which sets EU-wide security and authenticity standards.

Importantly, the use of an electronic signature remains an alternative, not a substitute - the ability to make a "live" signature on paper will remain.

The adoption of Law No. 8089 is not only a step towards simplifying procedures and reducing paperwork, but also part of the EU's ambitious digital strategy. The law is directly linked to the implementation of the EUDI-Wallet, a digital identity wallet that Luxembourg, like the rest of the EU, is expected to implement by the end of 2026.

EUDI-Wallet will store a citizen's authenticated digital identity and provide a secure signature option on par with Luxtrust. This means that any transaction - from filing a declaration to obtaining a certificate - will be able to be confirmed in just a couple of clicks, but with full legal compliance.

Thus, the new law not only makes life easier for citizens and officials, but also makes Luxembourg part of the EU's single digital legal environment. This move is not just a technical update, but a fundamental change in the way the state machine functions. Where there used to be queues and paper signatures, there will now be electronic keys and wallets of credentials.
