How VISUPOL helps the Luxembourg police

In 2024, in Luxembourg, the VISUPOL video surveillance system for police purposes was used in 638 investigations - an increase of 37% compared to 2023 (463 cases). This data is provided by the Minister of the Interior, Léon Gloden, in response to an enquiry from MP Fred Keup.

VISUPOL records what is happening 24/7 in various parts of the city, with the exception of the National Stadium area (Zone D), where filming is only switched on during events. Due to the continuous nature of the recording, it is not possible to accurately link individual footage to specific incidents. Requests for access to the footage are made by the police after the alleged offence has been committed.

The most common reasons for the use of video recordings were offences involving vandalism, drug trafficking, sexual assault, burglary, violence, robbery, vehicle theft, other forms of theft, and other criminal acts.

At the same time, the minister emphasises that the increase in the number of requests to the video surveillance system should not be directly linked to the growth of crime in the city. The statistics of the offences themselves are published separately, traditionally in spring. VISUPOL, according to the head of the Ministry of Internal Affairs, serves not only as an investigative, but also as a deterrent tool, whose effectiveness in preventing incidents cannot be quantified.

In March 2025, the government presented a draft law aimed at simplifying procedures for accessing video recordings and better regulating the use of the VISUPOL system. The document envisages faster processing of requests and greater legal transparency, which, according to the initiators, will increase the efficiency of police actions.
