For 2025, the Luxembourg government has allocated 505 million euros to the housing budget, a one-third increase compared to the 2024 budget. Minister Claude Meisch presented these figures to the parliamentary commission, emphasising the government's commitment to tackling the housing problem.

The main areas of the budget include:

Special Fund for Affordable Housing

Will receive 313 million euros, of which 308 million will go to "building aid" and public housing purchases.

Individualised housing assistance

Increased by €12 million and funding for the Housing Services Fund by €15.9 million.

Social rent management (GLS)

The budget has been increased by 34% to €2.7 million and the subsidy for social rented organisations has been increased from €120 to €140 per dwelling per month.

Claude Meisch noted that it is important to maintain a "rhythm" with the budget committee to assess which programmes are actually being implemented. The 2025 budget includes an annual increase of 5 million euros in the rental subsidy. So, next year, its total will reach 35 million euros, and the amount of the subsidy will now depend on the number of children in the family.

In response to questions about the VEFA (purchase under construction) homeownership programme, the Minister said that some 470 applications are now in the final stages of processing. The programme will be expanded with additional funds from the Special Fund for Affordable Housing.
