400 police officers recognised for their service

On Tuesday, 24 June 2025, the Luxembourg Parliament passed Bill No. 8452, which finally resolves a long-standing injustice for some 400 police officers with a high school diploma (Première). These police officers, despite having an officially recognised diploma, have not been able to move into the higher career category B1, which they were legally entitled to, since 2018.

This anomaly occurred after the Police Act of 1 August 2018 came into force, which formally established the B1 career path. However, there was no automatic redeployment for graduated officers. At the same time, senior police officers without a diploma gained access to the B1 category through the so-called "fast-track procedure" (voie expresse), creating tangible inequalities.

To fight discrimination, the victims set up a professional association, ADESP, supported by the trade union OGBL. In 2018, they lodged a complaint with the administrative court, which in 2022 recognised voie expresse as unfair to graduate employees. The Constitutional Court confirmed this position in December of the same year.

A compromise was proposed in 2023, but it did not suit ADESP. The new Minister of the Interior, Leon Gloden, introduced a bill based on the ADESP proposals and it has now passed parliamentary approval.

Nevertheless, ADESP regrets that their comments on the draft law have not been taken into account. In particular, the new wording distinguishes whether an employee obtained a diploma before the start of service or later. This again creates inequalities, unlike similar redeployment processes in 2015 and 2018, when administrative officers moved to new positions according to uniform criteria.

In addition, police volunteers who were in training on 1 August 2018 are excluded from the reform, although their trainee colleagues from other agencies have been included in similar changes.

The OGBL union and the ADESP association have vowed to push for full recognition of the qualifications of all officers, regardless of the date of graduation. While victory has already been achieved for hundreds of police officers, the fight for equal recognition of rights continues.
