Luxembourg analyses support systems against the backdrop of the growing needs of people with Down syndrome

For World Down Syndrome Day (21 March 2025), the Administration d'évaluation et de contrôle de l'assurance dépendance (AEC) presented up-to-date data on people with this genetic feature under insurance cover in Luxembourg. The theme for the year was "Améliorer nos systèmes de soutien" - "Improve our support systems" - reflecting the desire to adapt social and health services to real needs.
As of 11 March 2025, the total number of care insurance recipients in the country is 16,477. AEC notes that persons with Down syndrome make up a significant portion of this category, although the exact numbers are not specified in the public version of the press release. Special attention is paid not only to the number, but also to the dependency levels, average age and living conditions of such beneficiaries.
AEC data show that a significant proportion of people with Down syndrome require varying degrees of assistance in their daily lives, which requires coordinated efforts between health care providers, social services and insurance systems. The average age of this group of beneficiaries also shows an increasing trend, emphasising the need for adapted long-term support.
Place of residence is another important indicator. According to the visualised data, persons with Down syndrome live in both family environments and institutions, with the AEC emphasising the importance of inclusive but structured living environments that promote maximum autonomy and a decent quality of life.
