Luxembourg is among the outsiders in terms of the number of women leaders

Despite the positive trend in the representation of women in leadership positions across the EU, Luxembourg remains one of the countries with the lowest proportion of female managers. According to the latest EU Labour Force Survey, in 2023, only 22.2% of all managers in the country will be women. This puts Luxembourg among the worst performing countries - only Croatia (23.8 per cent) and the Czech Republic (27.4 per cent) are lower.

Overall, the number of women in senior positions in the EU has increased over the last 10 years. In 2014 there were 3.1 million, and in 2023 there will be 3.7 million. However, even though women make up 46.4% of the total labour force, their share of managers remains much lower at 34.8%.

The leaders in the number of female managers were Sweden (43.7 per cent), Latvia (42.9 per cent) and Poland (42.3 per cent). At the same time, Luxembourg not only remains at the bottom of the ranking, but also shows slow progress. While the share of women in management has increased in 20 EU countries, Luxembourg has not been able to keep up the pace of growth.

The greatest progress in recent years was recorded in Cyprus (+10.5%), Malta (+8.3%) and Sweden (+6.5%). However, some countries even declined - Hungary and Slovenia (-2.6%), as well as Lithuania (-1.7%).
