Luxembourg prepares a new programme to combat violence in the civil service
Luxembourg's Minister of Public Service, Serge Wilmes, has responded to a request from MPs for measures to combat moral harassment in the workplace. According to the statement, setting up an independent commission to examine such cases is not an effective solution. The focus is on the existing disciplinary procedure, where alleged cases are investigated by the Government Commissioner and the final conclusions are made by the Disciplinary Board.
The Minister emphasised that the qualification of "moral harassment" is a legal definition that can only be assigned after an objective investigation has been completed. In 2025, it is planned to analyse existing procedures to identify their weaknesses and strengths and to develop preventive measures.
This initiative shows the authorities' intention to improve the quality and fairness of the work process in the civil service. However, the transition from repressive to preventive measures requires a careful approach in order to truly change the work culture in public institutions.
