90% of Luxembourgers have switched to online services

According to recent Eurostat data for 2025, the use of e-government in the European Union has reached a significant milestone: 72% of citizens aged 16 to 74 have interacted with public authorities via the internet in the last 12 months. This trend reflects the EU countries' commitment to the Digital Decade programme, which aims to ensure 100% access to key public services online by 2030.

The distribution of user activity by service type is as follows:

  • 48% of users searched for information about taxes, state benefits, healthcare or schools.
  • 42% of citizens used the internet to download official forms and templates.
  • 38% of respondents requested official certificates or documents via online platforms.
  • 37% of EU residents have used digital services to book appointments (e.g. at healthcare facilities).

The geographical breakdown shows that northern countries are way ahead. In Denmark and Finland, e-government use is 98% and 95%, respectively. In Sweden, this figure reaches 92%, and in Luxembourg, 91%. At the same time, some countries in Southern and Eastern Europe show below-average results: in Romania, only 29% of citizens use digital services, in Bulgaria, 40%, and in Germany, 57%.

Alongside the development of public services in the EU, other digital skills are also growing. For example, 66% of young people aged 16–24 already use artificial intelligence technologies, and 76% of internet users take active measures to protect their personal data online. At the same time, more than half of European companies (53%) have integrated paid cloud services into their work.
