Luxembourg fines transport operators €1.5 million

From 1 January to 31 December 2025, the security control departments of the Luxembourg Customs and Excise Administration (Administration des douanes et accises) issued fines totalling €1,462,056 following inspections on the Grand Duchy's road network. For a country, a significant part of which serves as a transit corridor for international freight transport, these figures, according to the agency's assessment, reflect a large-scale and unacceptable disregard for both traffic regulations and the relevant legal obligations of professional carriers.
The largest amount of fines — €1.078 million — was imposed for violations related to Eurovignette, i.e. non-payment of road tolls for heavy goods vehicles. The authorities directly link the increase in such cases to unfair competition and direct losses to the state budget. This factor is seen not only as a fiscal problem, but also as a distortion of the operating conditions in the road transport market.
At the same time, a significant proportion of the violations identified directly affect road safety. A total of €148,930 was collected for non-compliance with driving time limits and mandatory rest periods for drivers. This figure once again confirmed the status of working and rest periods as a key systemic problem in international transport. The administration emphasises that driver fatigue remains one of the main risk factors for serious road accidents, and in 2026 the fight against this phenomenon will continue through both prevention and sanctions.
Other common violations included improper securing of cargo (€43,500 in fines), exceeding the permissible gross weight of vehicles (€23,750), and violations of the rules for transporting oversized and special cargo, known as exceptional convoys (€41,725). An additional €126,151 was imposed for various other violations of the Highway Code.
