Why are bicycle subsidies different in Luxembourg?

Every year, the bicycle in Luxembourg is becoming more and more favoured as a means of transport, especially against the backdrop of the climate agenda. However, residents of different communes face different levels of support when purchasing a bicycle. In a parliamentary enquiry, MP Sven Clement asked why this difference and what is the state's attitude to this practice?

The response of the Ministries of Transport and Environment is unambiguous: the differences in subsidies are a result of the autonomy of the municipalities. According to the rules of the Climate Pact, municipalities can decide for themselves whether, how much and under what conditions to provide financial support to residents for the purchase of a bicycle. The state only encourages such support, but does not regulate it centrally.

All information on possible bonuses - from the state Klimabonus to subsidies from communes and suppliers - is collected on the platform aides.klima-agence.lu, which is regularly updated. Users can check the specific measures available in their region.

In parallel, the state actively invests in the development of the national cycling network and encourages the participation of municipalities. When local cycling infrastructure is connected to the national network, the state reimburses up to 30 per cent of the project cost.
