On 30 January 2025, the Minister of Health, Martine Deprez, and the Mayor of Luxembourg, Lydie Polfer, inaugurated MARGA, a specialised day centre for women who use drugs. The project was a significant step in social policy aimed at protecting vulnerable groups.

Women with drug dependence face many complex problems: homelessness, violence (physical, sexual, psychological), serious health problems. In existing mixed centres, they are often left without proper assistance due to fear of aggression or stigmatisation.

The new centre offers a safe and dedicated space where women can receive health care, counselling and social support, as well as a safe environment for drug use to reduce risks.

MARGA is managed by the National Committee for Social Defence (CNDS) and offers a wide range of services:

  • Medical care (examinations, wound care, substitution therapy programmes).
  • Social support (counselling, assistance in exiting homelessness).
  • Harm reduction programmes (safe drinking environments, dose reduction support).
  • Educational and prevention activities.

Women receive not only medical but also psychological care, which contributes to social reintegration and gradual stabilisation of life.

MARGA is a key element of the national strategy to combat drug addiction. It aims to decentralise care centres to make them more accessible and effective. The project also offloads existing structures such as Abrigado, helping to provide a more personalised approach.

The project is co-financed by the Ministry of Health and Social Protection and the Luxembourg City Hall. The financial support aims to develop innovative solutions that take into account scientific research and the real situation of vulnerable groups.

Martine Deprez (Martine Deprez): "The opening of MARGA is a response to an urgent need recognised internationally. Women who use drugs need special spaces where they can reduce their risks and find support to stabilise their lives."

Lydie Polfer (Lydie Polfer): "The City of Luxembourg and our partners are working hard to create a comprehensive support system for the most vulnerable groups. Women survivors of violence and those suffering from addictions will now receive help in a safe environment."

MARGA is the first step towards creating more specialised and effective social programmes in Luxembourg. This project not only provides the necessary support for women with addictions, but also improves the effectiveness of the national drug dependence care system.
