Electronic bracelets for aggressors and a new help centre: how is Luxembourg fighting domestic violence?

Justice Minister Elisabeth Margue and Equality Minister Yuriko Backes have responded to parliamentary enquiry No. 1749 by MP Sven Clement, confirming that the fight against domestic and gender-based violence remains a key priority for the Luxembourg government.

The authorities are considering the use of electronic bracelets for persons who violate bans on approaching victims. Such a mechanism has already been proposed in Germany, while Luxembourg is analysing how to adapt this measure to local legislation.

Currently, courts can prohibit aggressors from approaching, contacting or visiting certain places. However, electronic monitoring will make it possible to quickly track violations and prevent repeated incidents of violence.

In addition, the country is developing a National Plan of Action against Gender-Based Violence, which will strengthen support for survivors, monitoring of perpetrators and collection of statistics.

The most important initiative will be the creation of the National Centre for Victims of Violence (CNVV), a one-stop shop where victims can receive legal, medical, psychological and police assistance in one place.

The centre is currently in its pilot phase, but in the future it will operate 24/7, providing emergency support and referral of victims to specialist services.
