In November 2024, Luxembourg processed applications for temporary and international protection, showing the diversity of requests and the challenges of migration policy. The total number of applications submitted is 279, of which 72 relate to temporary protection and 207 to international protection.

Current situation with temporary protection

Number of applications

In November, 72 people applied for temporary protection, of which 67 were citizens of Ukraine (91.1% of all applications filed for the year). A total of 851 applications were registered for 2024.

Solutions

87.1% of applicants received a positive decision, while 12.9% were rejected.

Refusals and cancellations

The main reason for refusals is non-compliance with the criteria. No cases were related to cancellation of status due to misuse.
International protection: diversity of applicant countries

Number of applications

In November, 207 applications for international protection were registered.

Major countries

Syria: 35 applicants; Venezuela: 28; Algeria and Eritrea: 21 each. In total, the largest number of applications for 2024 came from nationals of Eritrea (360, 20.4% of all applicants) and Syria (242, 13.7%).

Solutions

Of the 1,920 decisions issued in 2024, refugee status was granted to 37.7% of applicants (723 cases) and subsidiary protection was granted in 11.8% of cases (226 decisions). The main share of refusals was for the accelerated procedure (6.7%).
Difficulties and peculiarities

Reduction in the number of applicants

Applications for temporary protection decreased compared to previous months due to a general slowdown in migration flows.

Focus on Ukraine

Ukrainians continue to make up the majority of temporary protection applicants, reflecting the ongoing crisis in the region.

Diversity of countries

There is a greater diversity of applicants in international protection, including nationals from Africa, the Middle East and Latin America.

Despite active assistance to refugees and migrants, Luxembourg should also reflect on the capacity of the migration service. Past experience shows that an excessive number of refugees can provoke a systemic crisis close to collapse, when the number of applicants for protection exceeds the capacity to accommodate and provide.
